The NSW Government passed their Low and Mid Rise Housing Policy on 28 February, 2025 to increase housing supply within 800m walking distance from multiple town centres, train, light rail and metro stations all over Sydney. This affects R1, R2, R3 and R4 zoned land and allows dual occupancies, duplexes, semis, terraces, townhouses and apartments.

Here are the main planning rules applying:
Dual Occupancies:
Minimum lot size 450m2
Minimum lot width 12m
Floor Space Ratio (FSR) 0.65:1
Parking 1/dwelling
Multiple Dwellings (3 or more) on 1 lot:
Min lot size 600m2
Min lot width 12m
FSR 0.7:1
Parking 1/dwelling
Terraces (3 or more) on 1 lot:
Min lot size 500m2
Min lot width 18m
FSR 0.7:1
Parking 0.5/dwelling
Apartments (3 or more) on 1 lot, 2 storeys or more:
Min lot size 500m2
Min lot width 12m
FSR 0.8:1
Parking 0.5/dwelling
Higher densities and building heights apply to R3 and R4 zoned land closer to the nominated town centres.
Council approval will mostly be required under this policy which if complying, Council has to approve.
